13s v. Kings & Eagles v. Rebellion should both be close matches.

Agree with your predictions except that the Eagles are a better team than their record shows. I think they are going to come out with a big win on Saturday.

(H) Boston Thirteens (2-0-2) vs (A) Brooklyn Kings (1-1-2) - I think this may be the game of the week. Boston has put up big points in two games this season but had two tough L's to two good teams. Kings record does not reflect their talent at all. They could easily be a 3-0-1 team.
Kings 32 - 13s 24

(H) Northern Virginia Eagles (1-0-2) vs (A) Rhode Island Rebellion (0-1-2) - I agree with Choo Choo and Rugger, the Eagles are better than their record, they have 2 close L's to the 4-0-0 Slayers. Rebellion are coming off a bye and started the season strong, so I wouldn't rule them out yet. I wonder if injuries have hit them early (new import this week?) Eagles 36 Rebellion 28

(H) Philadelphia Fight (3-0-0) vs (A) Baltimore Blues (0-0-3) - I am sure the Fight put up big numbers but I'm hoping the Blues keep improving and at least put a couple across the line.
Fight 50+ Blues 20

(H) Central Florida Warriors (2-0-1) vs (A) Tampa Mayhem (0-0-3) - If the Warriors improve their second last 40 mins of play they could win out the rest of the season. Mayhem a new team so there is always the need for improvement. The two had a close matchup in week 2, I think it may be a little more in favor of the Warriors this week.
Warriors 38 Mayhem 22

(H) Jacksonville Axemen (3-0-0) vs (A) Atlanta Rhinos (1-0-2) - Both teams coming off big wins and I think this week will be a lot closer, compared to week 3's matchup.
Axemen 36 Rhinos 28

Slayers 4-0-0 - Bye

I saw on the Blues facebook page they mentioned they only had 9 or 10 guys suit up last week. Obviously this is a major factor to the lopsided scorelines and lack of improvement.

Is the league themselves trying to help this situation at all? because this team cant be viable for the future with these results and lack of a playing roster.

Thoughts?

I share your concerns but unfortunately the USARL is basically an amateur comp and as much as we'd like to see the talent spread around they can't dictate to players where they can and can't play. It's also not as if the likes of the Fight or the Axemen can second people to Baltimore to help improve the situation. Maybe the Blues need to take a step back and maybe participate in the proposed reserve team games against their nearest rivals, possibly as a nine aside games if need be.

I wonder if it is an option for someone within the Axemen or Fight organization to help out in Baltimore a month or two prior to next season to make sure they start up on the right foot/ led a hand and some insight. I wonder if Baltimore is looking into local college union teams for future/current players like some of the other teams in the comp are.

Nice thought but they will have jobs and commitments in the Philadelphia and Jacksonville areas.

Very true, maybe bring their imports in a month earlier to help out struggling squads or something. Wouldn't want to see the Blues fall apart. This isn't their first year not fielding a full side.

Bringing imports over early to generate some interest is a good idea. I don't want to see any team fall apart so any suggestion that might help the situation is good as far as I'm concerned.

Maybe an off season training for team managers? The guys running RIR, Fight and Axemen I'm sure have a ton they can teach the managers of the teams that are struggling and/or the teams that will be applying for membership next year. But it does come down to every teams management putting in the time and effort to push things in the right direction.

What are the parameters for maintaining membership in the first grade?
