Are there any games in the USARL that have playoff implications this week? If Philly and DC rest players and lose will it matter to them?

Only implication is home field advantage for winner of Boston v. RI.
No, Philly will play DC next week no matter what happens.
No Fight will play number 2 team in Northeast conference, either RI or Boston in Phila on Aug 2.
DC will play either Boston or RI in Boston or RI on Aug 2.

Website is correct
Does also make sense this way ... especially regarding fiscal responsibility toward all USARL Clubs' operational budgets. So, if I'm not mistaken, Conference Playoffs (being NE/NE & NA/NA) don't put undue strain on clubs to travel further distances.
What determines home advantage in the Conference Championship games? Is it seeding from the regular season?
Mik, you are correct about the travel aspect. Seeding done from regular season standings.
