Only way things will change is if NRL employs the players and we have a draft system of some description.

I agree and have held this view for quite some time. Only thing is the Clubs and NRL are not interested in this idea.

If NRL employed all players, had a rental cap and a draft system and paid Club's a fee for junior development we would be on our way. TPA's could be arranged by the NRL and have no relationship to Clubs at all. TPA sponsors would approach the NRL requesting the services of particular players no matter which Clubs they were playing for. NRL marketing staff could approach suitable TPA sponsors and arrange TPAs for elite players.

I agreed with this initially. Have the NRL employ the players and pay the salaries directly to the players.
But this wont stop the brown paper bags being passed around at "Bobs Mechanical workshop" or in "Joes Pizza shop".
Almost impossible to police without creating another industry, ie. private investigators doing random checks. The NRL could learn a thing or two from Centrelink with regards to this, as to when to investigate certain individuals.
