trouble is cash in brown paper bags doesn't come with a receipt so unless someone rolls over there is no evidence to charge them with anything hence the moratorium idea

it opens up a can of worms though can everyone go over the cap now as long as they report it?
and what happens if someone else gets caught then gets the book thrown at them and they cry foul because manly got off
