I think you have totally misinterpreted what Pou said. He means that when teams throw the ball around (risky play) they shouldnt get such a tough consequence - turning the ball over to the other team ( harsher penalties)

well risky play can produce poor ball handling and such but I'm not sure it consistently produces penalties

He doesn’t mean a literal penalty. He means that teams face a tough consequence (ie turning the ball over) when risky play goes wrong. Pou is saying fans want to see more risky play but the only way we will see that is if the consequences for dropping the ball aren’t so harsh. @Poupou Escobar explain it for him please
