Why bother taking the tackle? There's a time and place for both, and the players are the ones who decide that at the time. Some passes are riskier than others and so there is a risk management calculation made every time a player has the opportunity to pass the ball. The opportunity to create a line break vs the risk of turning over possession. It's not as cut and dried for the player as it appears from the stands or on TV. If a centre passes to his winger will he definitely break the line? What if he drops the pass? What if he catches it but gets pushed into touch? At least if Penisini dummies and takes the tackle he could play the ball quickly and Moses gets it on the next tackle with time against a defensive line in disarray.then why bother passing???
Centres have plenty of jobs and passing the ball is one of the least important. Running and (especially) tackling are a centre's bread and butter. If he passes well it's a bonus. Passing is a skill that is far more important for spine players than outside backs. Definitely an advantage for centres (and wingers) but less important than the ability to win in one-on-one situations (attack or defence) or otherwise contribute to yardage.He’s a professional footballer. He has one job. He has to learn how to put away his winger if he’s playing centre.

Depends on what you mean by “passing”. If you mean putting players into holes then sure. It’s not a very important skill for centres. If you mean knowing how to set up your winger then it’s absolutely an essential skill.
