The reason Merritt was in any way interfered with is because old mate Goodwin was acting as a blocker, and he lost balance trying to do the fosbury flop to get over him. If there was any penalty it was to Melbourne for a very very clear blocker. Clearly though it was a fair try.

Running a block is not illegal, it's only illegal if you change your line and Goodwin never changed his line and was stationary by the time Chambers ran and jumped. The issue is Chambers NEVER had his arms extended out to make a catch and slammed sideways into Merritt. If you watch NFL it's quite similar with the pass-interference penalties. If you are not making a play for the ball and are pushing into a player who is making an attempt to catch the ball it's a clear-cut penalty regardless of if they make the catch or not. It's as clear cut as the Farrell No-Try vs. Roosters.

If a blocker is running towards the ball, doesn't change line and doesn't poke out an arm or a shoulder to deliberately interfere with the chaser then the block is legal.

Goodwin's block was completely legal and it was Waqa's responsibility to get around him.

If you want to see an illegal block, have a look at the Roosters Manly game and watch the two or three times Maloney smashed Lyon on his way to the ball and got away with it...
