Townsend lifts the leg up level with his head and the other player sticks his foot out to trip up his other leg, resulting in Hoffman getting injured. But it doesn’t make the Storm look like the bad guys so it’s getting completely ignored

There are a couple of things to note about the tackle and how it differs from the Smith on Proctor tackle.
Firstly, the direction the leg is pulled in relation to the use of Ramien's leg. Townsend lifts Hoffman's right leg behind Hoffman whilst Hoffman's torso leans forward meaning there is no pressure on the right hamstring, but does mean the left hamstring is stretched (like if you were swinging your leg forward in a kicking motion.
Now this means that it is really Ramien causing the excessive stretching, right? Well Ramien's foot is placed in front of Hoffman's left ankle which actually prevents excessive stretching. If Ramien's foot was behind the leg, it would be a different story. So the trip does not contribute to the injury.
This is different from the Smith tackle as Curtis Scott is applying force in the opposite direction to Smith, which results in the stretching of the muscle.
It is also important to note, that Hoffman raises normally to play the ball with no sign of injury, and it isn't until after he plays the ball that the injury becomes apparent. Whilst this doesn't mean the injury didn't take place in the tackle (it may have weakened that muscle), you can not rule out anything else that occurred prior directly contributing to the injury - i.e. not effectively warming up prior to his late stint, muscle weakness during to an undiagnosed injury, etc.
I like Hoffman, and I hate to see him end his career like this - and I even hate lifting the leg. But it can not be compared to the Smith on Proctor tackle IMO.
