I think that for teams 21 & 22 if the NRL want to take a risk on something like Fiji, or a relatively small market like Central Qld then they'd want a financial "slam dunk" (eg another SEQ club) added alongside it to balance the risk.NZ Orcas, or whoever teams up with Frank Endicotts SI bid, I don't see the arlc going back to the SEQ well so soon, maybe it will be team 21, if we want to further stretch the competition, and with conferences or pools we probably can have 24 teams max and can see everyone play each other once and switch it the following season, or more likely they pool the teams to boost the derby games (ensuring more qld games H/A vs each other for example)
