Pretty much the same as what the AFL do. RL seems to have finally woken up to itself and realised that Pokies will not sustain the clubs forever, when the new TV deal is negotiated, you should see an increased dividend being handed out to the clubs.
Which is the right thing to do, given the NRL itself wouldn't be getting that money without the clubs. What it ensures is that clubs like Manly and the Wests Tigers who haven't in the past utilised their full cap entitlement due to finances - Will be able to do so without sending the club broke.
Although, the problem in this situation is what we are seeing with the likes of Footscray, Nth Melbourne and Richmond - The competition has more power to push the clubs around when controlling the purse strings - Richmond for example have tried to do dodgy things like use their annual grant to gaurentee bank loans and such lol
RL has always been behind the AFL off the field, in terms of organisation but seem to be finally getting there. The EBA with the players is an exceptionally strong start. Gallop whilst looking nothing like a RL man ;-) is doing a damn good job from what I can see.
All RL needs now is the external and internal draft systems to come back to stop the likes of the Roosters raping every club in the comp and skyrocketing the deals of those who choose to stay at their clubs.
Hopefully the next TV deal doesn't put a restriction on the number of teams competing though and allows the NRL to hopefully attempt to go back to SA & WA without needing to kill more Sydney clubs to do so. There may be room for one more to go (Cronulla) but the numbers should just about be right now with a good geographical spread. The only worry would be the Tigers/Dogs situation where Canterbury sit in the middle of the Tigers two regions.
(Send Canterbury to NZ I say ;-))
