That unified aspect comes from the top-down.The AFL seems far more unified than the NRL, across the clubs, state bodies and media. The NRL is just a bunch of competing factions who all have their own ideas. The NRL media are fixated on off field rubbish, signings, pretty much anything except the future and health of the sport.

There's a lot of umm-ing and Ahh-ing from them over what's going to be the 20th team after Tasmania. If the Giants are failing, I wouldn't be surprised if they use a relocation for them to cover off (say) Canberra, leaving that 20th team for some other option.
