im not sure that this is the right place but anyway

ive made a website on Microsoft Frontpage
but now i need a host or server thingy

1) do you know any good free servers or host thingies
2)how do i get my webpage on once ive got a server or host

Free web space can be found anywhere online... eg tripod, just do a search on google. Try and find one without ads, but the amount of space should not really matter to start with.

Once you have a host it is simply a matter of following the directions they mail you, using either a browser based upload or a program like WSFTP downloadable from download.com

By theme, did you mean the background?

If you did, you just have to upload the background image.
