Val is a great winger who is progressing as a fullback, finally finding his feet.

Dugan is a great Centre & Fullback.

For balance of the team, it makes more sense to put Holmes back to wing (@ Katoa’s expense) & when we have no centres next year, Dugan goes there.

The negative is it could turn Val off (during delicate contract negotiations), so I would do as you say, interchange Val with Dugan this year & promise it to Val next year.

I’d ditch Katoa. Let Jessie play left wing outside Dugan. Would be great coming out on yardage sets.
