Which Club has won the most minor premierships?

Those stats are misleading. Some of souths and easts "premierships" were before the era of Grand Finals. Thua you're double dipping counting it as both a minor premiership AND a premiership, and then celebrating an outstanding "conversion rate" when they are the same thing.

1st place finishes vs grand final wins (since introduction of GF's) would be the only way to look at it. Or just look at 1st place finishes, but leaving "premierships" out of the conversation

Good point. If you take away minor premierships which double up as actual premierships (for first-post-the-past seasons) it looks like this:
16 - Roosters (one of those might be debatable as well)
15 - St George (+ 2 as St George Illawarra), so 17 if you want to count it that way
14 - Souths
