The International Cup is only between 6 sides:

- Russia
- Samoa
- Fiji
- Tonga
- France
- PNG

Lebanon & NZ Residents will be competing in the main draw for the Cup final, together with any successful qualifers.

yakstorm, this meaning that Russia, Samoa, Fiji, Tonga, France, PNG are all ineligble to win the World Sevens and collect the $100 000 prize money?
