Why wasn't Carl Webb picked?

OK, so he was suspended for a king hit. He's completed his 4-match suspension, so why wasn't he picked? People were saying he'd be a shoo-in for the Tri-nations tour before he was suspended. He's been playing well all year, and was in great form before that melbourne game.
The reason can't be because he hasn't played for a month, look at all the roosters, panthers and bulldogs selected. Yet another blunder on a long list by aussie selectors.

4 match suspension was if he took the early guilty plea, he didn't so he's out for 6 matches.
