World Cup format. Bigger pool games. 18 to 20k avg crowds.

This format has 6 pool games that feature the Top 4 teams in order to boost crowds. It also has more close games between teams ranked 5th-12th and fewer lop sided match-up between top and bottom teams.

16 teams are placed into two groups:
Tier A Teams: Australia, New Zealand, England, Samoa, Tonga, PNG, Fiji and France.
Tier B Teams: Lebanon, Wales, Ireland, Cook Islands, Scotland, Serbia, Italy and Jamaica.
Note: I just picked these teams based on average longer term performances. The final make-up isn't that important and would change based on lead-up performances.

Top 4 match-up games are listed in bold. Australia/New Zealand/England games underlined. Close lower tier games are listed in italics.

Week 1:

Brisbane (52,000): Ireland vs Jamaica & Australia vs New Zealand
Auckland Mt Smart (25,000): Tonga vs Cook Islands & England vs Samoa
Port Moresby (15,000): PNG vs Fiji
Newcastle (25,000): Wales vs Scotland & France vs Lebanon

Week 2:

Sydney Homebush (55,000): Italy vs Serbia, Samoa vs Cook Islands & Australia vs Lebanon
Christchurch (30,000): Jamaica vs Scotland & New Zealand vs England
Suva (15,000): Fiji vs Tonga
Port Moresby (15,000): PNG vs France

Week 3:

Melbourne MCG (60,000): Jamaica vs Serbia, Italy vs Scotland & Australia vs England
Wellington (32,000): Tonga vs France & New Zealand vs Samoa
Suva (15,000): Fiji vs Ireland
Port Moresby (15,000): PNG vs Wales

Week 4:

Perth (55,000): England vs Ireland & Australia vs Samoa
Hamilton (22,000): New Zealand vs Wales
Port Moresby (15,000): PNG vs Tonga
Parramatta (25,000): Cook Islands vs Serbia & Lebanon vs Italy
Suva (15,000): Fiji vs France

Week 5:

The Top 6 Tier A teams and Top 2 Tier B teams make the finals
Brisbane (45,000): A1 vs B2, A4 vs A5 (for example: Australia vs Wales, & England vs Tonga)
Christchurch (30,000): A2 vs B1, A3 vs A6 (for example: New Zealand vs Lebanon & Samoa vs Fiji)

Week 6:

Sydney SFS (45,000): SF1 vs SF4
Wellington (35,000): SF2 vs SF3

Week 7:

Auckland Eden Parl (50,000): Final
