Going off one phase, it can't be certain certain.
But why else would Roc help the nWo?
It could be as simple as he targeted the same folks as they did which would make sense - why else would they target the same people? Unless they need multiple people to action the same person.
Read into what it is and use your intelligence to make the pieces fit.
