Can someone who knows about these things explain why Isaiah Papalii and Josh Papalii have different pronunciations for their surname?

The apostrophe.

Josh Papalii is just straight pronounced Par-Par-Lee.

Because of the apostrophe between the two I’s Isaiah Papali’i is pronounced Par-Par-Lee-Ee.
