Reason has been given- they were building a case & trying to see how big a net they could cast to catch more. Isn't that reason enough?

Given that you have already discarded:
a) time taken to test by an underfunded body
b) Xmas shutdown by said body at tike everyone goes on holiday
c) covid complicating the return to normal practice of said testing body

To gain media attention..? Really? What would be the benefit of waiting until that specific time of year? It wouldn't have mattered when it was released, it would have got the same attention at the start of the season as to now.
