Because the NRL makes the rules up as they go along…

It’s worth double checking, though - cos I think there’s a clause relating to second and even 3rd year players…

Maybe the NRL could retrospectively suspend him for one match in 2021, with the suspension to be enacted in 2023, or wherever he wants to take it, thus allowing him to he eligible…

Missed this page of the thread but just found what Eddie said on googlepedia

Players are eligible for the Rookie of the Year in their debut season and the subsequent two NRL seasons. Once a player plays five (5) NRL Premiership matches (or English Super League matches), he becomes ineligible for the Rookie of the Year in any subsequent seasons.
