He only played 5 games last year. I'm not sure what the rules are now, but they were that a rookie could play up to 5 games the season before and still be considered for rookie of the year.

Its 5 games and they become ineligible so he’s out as he played 5 games exactly last year.

Maybe the NRL could retrospectively suspend him for one match in 2021, with the suspension to be enacted in 2023, or wherever he wants to take it, thus allowing him to he eligible…

Players are eligible for the Rookie of the Year in their debut season and the subsequent two NRL seasons. Once a player plays five (5) NRL Premiership matches (or English Super League matches), he becomes ineligible for the Rookie of the Year in any subsequent seasons.
