While they're at it, apply common sense to see the ratio of bunker ruled correctly v. incorrectly.

If bunker gets it wrong 30% of the time (being generous) and captains get it wrong 30% of the time (who knows), then my conclusion would probably be... use your challenge when you need a breather.
