Why can't they do it like the NHL Ice Hockey and have a major league (NHL) then the minor leagues like the AHL, ECHL and then the CHL ?

Self interest. The decisions in UK RL are made with self interest in mind and not growing the game. If clubs can ring fence themselves into a 14 club Super League guaranteeing they keep their slice of the pie, they’ll vote for it. Similarly, lower league clubs, many with little to no hope of growing to become a Super League club, fight tooth and nail not to get cut off and keep promotion and relegation.

I’ve always been an advocate for a clear line being drawn between the professional game and the semi-pro game. There’s most definitely a place for your Batley’s and Hunslet’s but it needs to be in a space that suits their needs and strengths.

Because feeder leagues have less value

Without wanting to be rude, do some of these teams not have less value? Let’s take Batley, for example. A fantastic little club with an army of volunteers who run the club and live within their means. Realistically, a tiny place like that and a club with the resources that they have, they aren’t going to be a Super League team in one year, five, ten or twenty-five. The lower leagues are littered with clubs like it. Swinton, Hunslet, Keighley, Rochdale, Whitehaven, Workington etc probably all fall into a similar category.

Looking at the NSW and Q Cups from afar, there’s space for your Newtown’s, North Sydney’s, Wynumm’s and Burleigh’s to exist whilst also having a top tier for the growth of the game in Australia. I yearn for that sort of setup here. A top level Super League for the professional clubs with the part-time clubs in their own universe, where they can compete against similar clubs and aid development of top players. As long as there is some form of remuneration, I don’t see why it should be an issue.

If that's what the previous poster meant I agree. NRL Europe shouldn't be feeder. Interesting, NBA is having same debate about composition of it's proposed European comp.

Shame we can't be like the French Rugby Union system now with Top14, ProD2 and the Nationale.

It's funny just reading the histroy of French Championship Rugby before ahem professionalism and the French Championship had 32 teams split into 4 pools of 8.
