Samoa and Tonga are countries of like 100k, they're never going to be producing players in mass there, they will be kids coming through Australia or New Zealand and most likely eligible for Origin.
That'll never change.
The only thing that can change is to give that Exact same opportunity to Kiwis and Brits who play Origin,so Origin no longer acts as a deterrent to representing the nation closest to your heart.
Origin doesn't need to lose those that qualify to internationals
And Internationals don't need to lose players who Qualify for Origin
KP can represent Newcastle,QLD and New Zealand.
Newcastle isn't exclusive to New South Welshmen
QLD isn't exclusive to Australians

There's actually going to be a time, not far off, where the NRL are going to have change the rules with PI eligibility as the generations age out of parents and grandparents born in the islands.
