Would NZR do this, it doesn't seem likely, but if NZ2 is playing at near capacity because of cheap tickets, and the Crusaders are at half capacity then they might think

You've engaged in this whole discussion merely because I mentioned that rugby should try to get a good deal to ensure better crowds while also stating I want the theoretical NZ2 to get good crowds.
As I've repeatedly said, I want the NRL to go now with NZ2 while league is on a high in NZ. Delaying it risks a drop in popularity, which history shows is genuinely the norm in NZ with it being very much cyclical.

Chch and Te Kaha want regular AB matches, they also want a happy Crusaders/CRU as tenants. The NRL will bring 3 x the activity to the city as the All blacks.
An NRL club existing full time in Christchurch is going to be 20 million dollars a year just on players and operations directly.
Plus the All blacks are not going anywhere or adding anything additional to the status quo.
So the All blacks essentially will be ADDING very little.
An NRL franchise in Christchurch could bring an additional 100 million dollars into the city.
