They operate within the cap. Why they can afford to offer Tedesco $750k a season is that ANZ stadium want big crowds to turn up to Bulldogs and Souths matches. As such they chip in som dollars(upwards of 2m a year) to ensure the bulldogs have a top roster. All approved by Ian Schubert.
