Top 5 in a 16 team comp was a great finals series format between 1988-1994 (probably the best era of RL ever too!). Nobody mediocre used to make finals back then. As a fan of a team who is still theoretically in the running but also pretty shit, I'd be ok with just letting the top 5 play off this year.

A top 6 would be fair for a 16 team comp. For every story like Parra's in 2009, the other 7 times a team finishes 8th it's just a warm-up for the higher ranked team playing them.
