Actually, he has. If the receiver gets the ball on the inside of the decoy runner and contact is made by the decoy with a defender (regardless of it's a bad read by that defender or not), then runs behind that decoy - it's ruled obstruction. If Slater had received that ball on the outside of the decoy it would have been fine.

f**ked up rule i know. But they wanted a set guideline so they could be more consistent, so correct call by Harrigan. But as well all know though, it should have been a well worked try.
