Soward touched him, therefore a tackle was effected.

From the rule book :

A player in possession shall not deliberately and unnecessarily allow himself to be tackled by voluntarily falling to the ground when not held by an opponent.

Barba deliberately sliding onto the ground (which he did before anyone touched him) clearly fits that rule.

Soward only got a hand to him once Barba was already in the ground

We really capitulated in that second half...

That Hunt no knock-on call shifted the momentum of the game.

Barba deliberately sliding onto the ground (which he did before anyone touched him) clearly fits that rule.

Soward only got a hand to him once Barba was already in the ground

He went to stop so he wasn't tackled into touch and slipped back because of loss of traction, Soward then touched him when he was on the ground; that constituted a tackle.
