What are the rules around dropping a ball and kicking it and it not being considered a knock on?

Didn't Benji drop the ball, put a kick in, and then the tigers scored a try off the play against the Dragons in the finals last year? (unless I'm remembering it wrong)

The rules are if you're Bunji it's play on, if you're anyone else it's a knock on.
