I'd say the difference was Norrie was standing up in th play motionless while the dogs player was used as a decoy and the storm bloke fell for it

How do you fix it though? To me more ex players are needed in the ref ranks. Blokes that have played the game and understand it. To anyone that has played the game that isn't an obstruction. Maybe studying the rule book and basing a descision on that makes it an obstruction ? I don't know..
