Why are the commentators surprised, given how the rules work these days? There's zero CONCLUSIVE evidence that Jamie Lyon wouldn't have gathered to score. Lyon had to regather a bouncing ball 5 metres out from the line and plant it down. It's not a penalty try, not by the rule book. You have to be certain the man was going to score, regathering a bouncing ball and planting it from 5 metres out... by the rule book it's not a penalty try
