Good call I thought, NRL is always way too tight with penalty tries. Idiot Wally Lewis trotting out the "YOU CAN'T 100% GUARANTEE IT" line - when can you ever? I doubt the rule says that

If it was awarded as a penalty try, why wasn't the kick from in front? Lyon kicked from wide out, so that means it was ruled that Lyon somehow grounded the ball (presumably with some part of his torso, though I couldn't see it).

Lyon had to regather a bouncing ball 5 metres out from the line and plant it down. It's not a penalty try, not by the rule book. You have to be certain the man was going to score, regathering a bouncing ball and planting it from 5 metres out... by the rule book it's not a penalty try

You don't have to be certain, the rule is that the referee must be of the opinion that a try would have been scored. And that's the problem, it's completely subjective.

Penalty try
(d) the Referee may award a penalty try if, in his opinion, a try would have been scored but for the unfair play of the defending team. A penalty try is awarded between the goal posts irrespective of where the offence occurred.
