People have been complaining about our undersized prop rotation- replace Packer with Matagi and it really is tiny. Lillyman/Matagi/Rapira are all around 6 foot and not over 105kg.

The only way it could have been penalised is if the referee is of the opinion that the second player joined the tackle before the first tackler fell off, making it the same tackle. Clearly, they were two separate tackles and it was a disgraceful call.
