I believe to be fair somewhat about breaks between the games. Otherwise in the finals you could have a team in the first final having nearly an extra hour break over their competition.

Warriors have had a much longer time to rest than souths.1/2 time 10-0.

And i think thats the reason why penrith haven't some out for their warm-up on time.
