In such a case, the player is considered "out of play" as opposed to being offside, and hence can't be put back onside. Clear error by the video ref, but the better team won on the night.
That is only up until the point that the ball is played at, that then renders all players outside 10m of the ball onside (otherwise only the kicker and onside players could move past the line of the play of the ball, which is silly). If the "downtown" player had encroached within 10m of the Manly player he would have been considered offside and could not pick up the ball.
Tim Browne was more than 10m from the Manly player therefore was onside. I seem to recall you could even hear the refs on the coverage mention it (or could have been the commentators, not sure)
The forward pass on the other hand, was a mile forward. It was def a no try, not arguing that
