No, it is their administrations fault. But if they got first crack at players on the market it could change their fortunes.

A draft doesn't do that either. No one can force teams to make good buys. Parra have bought players, they just haven't bought wisely. Nothing the NRL can do will change that.

Yeah, I am not saying we need a draft but without one the Salary cap is only a measure of making sure teams do not overspend and a somewhat even playing field but even that is debatable.
