If you got a stopwatch out I guarantee the Broncos have held on for that long and more throughout the game.
And being within the 10, the Broncos are 7 or 8 metres back nearly every hit up.
None of the penalties have been outrageous high tackles or spear tackles, they've all been judgement calls by the refs.
The refs have controlled this one sided penalty count. it is entirely on them.
