Discussions are underway for each of the 17 rugby league clubs to receive an additional $2m per year from the NRL under the government-backed scheme to expand the competition into Papua New Guinea.
On Friday, the federal government and the NRL agreed the framework of a 10-year, $600m plan to use the sport for Pacific diplomacy in a crucial meeting dubbed “D-Day” by Australian Rugby League Commission chair Peter V’landys.
The plan is now being refined before it is put to the existing NRL clubs who must agree to any expansion proposal.
The draft includes a breakdown of spending for projects for the region, such as the Pacific Rugby League Championships launched last year, as well as detail about the proposed PNG NRL licence, according to sources familiar with discussions.
V’landys said on Friday the NRL and government were “aligned” on the total amount of funding. “Without going into great detail, there’s a headline number, and where the difference is, is how it was going to be spent,” he said.
The NRL will be given millions by the government to cover additional costs associated with the mooted Port Moresby team, including flights, accommodation and logistics, minimising the code’s financial risk in taking on a PNG-based outfit.
The final breakdown for the $600m public investment will be refined in coming weeks. Clubs are expecting to receive extra payments of at least $2m annually.
Under the planned arrangements, the increased funding for clubs will not be paid directly by the federal government but will be distributed by the NRL as part of the overall expansion plan.
The league is expecting an increase in broadcast and commercial revenues due to the additional game per round an 18th club would deliver.
V’landys said on Friday: “It’s not just all about the growth of the game, there’s also going to be benefit to the members, and that’s important.”
The NRL is also pursuing options for licences for the 19th and 20th teams, which could include sides from Perth, Brisbane or Christchurch.
If the PNG proposal falls through, the clubs are likely to expect a similar financial windfall for any expansion.
The Dolphins were not charged a licence fee when they joined the competition last year, prompting dismay from some clubs at the time.
However, the NRL has increased payments to clubs in recent years. In its annual report, the NRL reported distributions to clubs of $98.2m in 2023 in addition to the payments to cover player salaries, a 33% increase on the previous Years
