Can someone explain why billy wasnt penalised for pulling Morris down? And why the f**k wasnt it a dropout?

Morris juggles the kick, propelling it towards the opposition in-goal. Slater jumped over the top of him, as he is allowed to do, given he was contesting the football and not pulling Morris back or out of play. Slater touched the ball, therefore the ball had been propelled forward into an opposition player. Knock-on was the offence, doesn't matter that the ball went dead.
