Just seems odd how heavily penalised the Roosters are week to week against every single team in the comp. Even the ones that are known to be dirty (Which Newcastle are not)

They're penalised in line with how they transgress the rules.

If it's team strategy to give penalties on your try line, that is going to be reflected in graphs.
