Is this a serious question? If you want to grow the game internationally you need these teams to compete on the international stage with the 3 tier one nations.
Places like Fiji have a union culture but RL is amateur hour. You need to invest in systems, processes, grass roots etc to bring the standards in these places into the professional arena. Ffs get a PNG team in the nrl and Fiji in NSW Cup to start.
Get the game going in places like Japan, Singapore and China. All places with a growing rugby culture, plenty of $$ and strong grassroots potential already there with yawnion.
Why throw money at a US pipe dream when we are letting countries with a pedigree and culture for the game are left languishing to fend for themselves and continually have their players poached by tier one nations.
You have a much better chance of making these countries internationally competitive than the f**king US....
