It's a crazy suggestion but maybe a good way to allow the refs to keep on policing the 10 metres while also satisfying the people who hate too many penalties ruining the flow of a game, until the teams start getting the 10 metres right, put a temporary halt on kicking for 2 points from an offside penalty. Just for that penalty you have to play on.

It sounds beyond the pale I get it but I can't see any other way to satiate both sides of the argument.
