I think state and local councils chipping in 5mill might get it to places like Melbourne, Perth, Parramatta, Newcastle and maybe Canberra when they have a decent stadium.

It is not really a theory as that is how they have done the averages in the past.Your theory would mean that come Saturday with three games, if 50,000 attend for the day then each game is said to have drew that many. Which would be incorrect.
