Done similar myself as a ref. Discretion to let the game flow until the non-offending team is impacted, forcing the penalty.

so playing advantage? surely the penalty is the greater advantage when you are tackled on your own line. Was he waiting to see if they went 80m and scored?

either it's a penalty or it isn't

I know what you're saying but it's not as simple as that otherwise penalties in almost every tackle.

My problem with it was the call itself. I see markers worse than that almost every tackle.
