To a point I agree. Penrith‘s defence was amazing.
That said, Storm did not play well and had ample opportunities to score and win. Had they held onto the ball, they win comfortably.
Penrith got them on a very off day and their rushing as well as scramble defence applied great pressure.
That was down to us having great defense. Remember, we didn't exactly have a glorious game as far as ball security was concerned.

Could have had Hynes or Paps on the wing for Jennings and another forward on the bench.

Cleary made all the right calls.
Picking Hynes was a huge tactical error and it's been clear that has been the case for weeks. We have struggled having 1 less forward on the bench pretty much since Paps returned. Then we lose Smith and Welch and all of a sudden the decision to go 1 forward down leaves us hugely exposed. That's a huge part of why we were out on our feet in the end.

Sure it was unlucky to lose 2 of our best players during the game but having an extra forward would have helped cover the gap.
