I remember it happened to Parra one time (because Parra) and the commentators were whinging that we got extra time for one of the players and the sideline merkin said they could only do one test at a time?

If i had to guess, it's probably a logistics thing
they probably only have one person who can do the testing, so when two guys come off at the same time, one is going to get a bit of extra time whilst the other is being assessed
