I think it was immediately obvious that the Radley incident was a significant head injury and he would have been unlikely to pass an off-field HIA

The NRL really just needs to employ 16 independent doctors, 2 at each game, who make all the HIA decisions.

Take it out of the hands of incompetent or cheating trainers. Means we'll also see less of the 30th minute HIA to take off a forward who needs a rest.
