The question doesn't follow.
Dudes can tackle the halfback all they want, and as hard as they want. The issue is lining them up just to rattle them, like Sims did. He was never making a tackle, he was just smashing a guy.
We're all happy with (or at least understand) protecting the head, I haven't got a problem with protecting a passer from late contact that's meant solely to hurt him.
Tackle properly, don't just race out of the line making like a missile with no timing or regard for where and when you belt the guy is the point.
