I get what you’re saying, but the NRL have said that landing on the legs is part of what constitutes a hip drop.Missing his legs by a couple of cms doesn't change the fact that he deliberately swung his legs out and dropped his body weight. He did a hip drop but got lucky he didn't break someone's leg.
